Quirky 454 idle issue

My port engine will sometimes hang up when coming off plane. A quick rev and abrupt push down to idle always fixes it.
 
Having just purchased my '86 340 DA a week ago, my surveyor pointed out that the Starboard engine was not idling down as far as it should (950rpm). Figured a simple back off of the idle screw, but nope! That engine will start and warm up fine, then will not drop to 700. If I shut it off and restart will idle at 700 until I move the throttle, then will not drop below 900 even though back on the stop. My carb guy suspects the timing advance is hanging up...any other ideas before I rip the carbs off for rebuild?
Were you able to finally fix this issue? This is the same exact problem I have been having and I have done distributor and plugs and wires and filters and rebuilt carbs and I can’t seem to fix it. Looking for any info or tips that could point me in the right direction! Thank you

Possible throttle cable slop?
If it's only one engine doing it, have someone at the helm pull the throttles back while you watch the butterflies and compare what is going on with the two carbs.

I’ve disconnected the throttle cable and have the same symptoms unfortunately.
