Sig 21 fuel fill question

I have a 2002 Signature 21--when I go to fill the tank I get fuel overflow from the tank--after I put in about 13 gallons of gas--I was told that "the vent line might be clogged"--because the fuel guage shows that the tank is only 3/4 full when this overflow occures.

Is there an easy way for me to find out if this vent line is clogged--and is there a safe way for me to then "clear" it myself in a safe manner--or does a mechanic need to do this?

The vent is a chromed fitting on the side of the boat, probably near the fuel filler port. Check that the screens in the vent are clear.
