Tilt of outdrive

My outdrive will tilt all of the way up, but it will only go half way down without being forced down with heavy weight?
Anyone have any ideas?

Also, I connected the waterhose to the engine and ran it. As I increased the throttle, the propeller did not go any faster
 
Ok, first, please put your info in your signature. It'll make it alot easier for us to help you with your problem.

Check your fluid for your outdrive trim and if its topped off, then have your cylinders checked out, they may be siezed or siezing.

Now on the prop....are you sure you had it in gear?
 
1976 Sea Ray 220 merc 351/233 hp.
The trim oil is topped off. Could the cylinders need bled out? Also I am new to boats. On the side next to the steering wheel is a throttle leer with a button beside it. I am assuming that the button is a lock button to put it in neutral. I pull the button out and depress the throttle lever forward. The throttle increases but the propellar will not go any faster. I am not sure if it is going into gear or not? Any instructions would be most appreciated. Thanks
 
Could be a bad seal on the cylinder that is allowing blowby, or a bad gate valve.

Yes, the button on the side, when pushed in and the throttle lever is moved forward, allows the engin RPM's to be increase without having the boat in gear. It is the boat's "neutral park", kind of like revving a car engine in park. It also allows for the ability to "pump the gas" when first starting the boat, and you can keep the idle high (1000-1100 rpm) until the engine warms up.

When the throttle is pulled back to center, the button should "pop" out and the boat is then ready to be put in gear, either forward or reverse. When you push the throttle forward from this position, tou should be able to hear the transmission engage with a slight "thunk", and then the boat is moving in whichever direction you pushed or pulled the throttle lever. If you're not hearing, or feeling the boat going into gear, you may have a disconnected or broken shift cable.
