My boat didn't come with a TV and I don't have any hookups for one so what I did is just bought a small LCD TV and a water proof antenna that I put outside the forward hatch when watching with a plug in booster from radio shack for $30.00 and the reception sucks.

So what are my options on a budget for better reception?

Is the TV digital?

If not you may need a converter box from Radio Shack.

I was in the same shape as you with my Regal. I literally, duck taped a set of rabbit ears to my camper top. The problem may be the booster. It was with mine. I removed it and all was as good as could be expected for a set of rabbit ears taped to the canvas. Got all the major stations for news.

I have no arch and it is a digital tv

The problem might be I'm in a valley on the river and the reception stinks.

Some places I get one station and others I get 3 or so stations.
