I'm feeling kinda dumb. I looked under the dash at the instruments (by just opening the chart door), and found a couple of loose connectons to the instruments. I pushed them all in tight and viola! everything works perfectly. Check your connections!

Fixed! It was the alternator. The regulator is part of the alternator. I took it off, had it rebuilt at an auto alternator rebuild shop, then put it back on. No more bouncing. Thanks for all the help.
