Should I be able to turn a pulley on a new water pump by hand or is it locked up??

we found water in the cylinders so that's an issue we're working with now

We worked on the starter and got it to crank but it still won’t turn over, how do i know if it’s hydro locked?

I can't remember if we checked it or not but we checked all the connections that we know of.

any clue what may cause it?

We look at the gauges and never felt that we were close to overheating, is there a way to find out for sure? And how could we check the ignition switch and shift interrupter?
