Winterizing 98’ 270da

I’m having my mechanic winterize my 270da and there’s an option to have him lube all steering and control systems. What exactly does this do and should I have him do it?

How much is he charging for this service?? I think that is pretty much a diy type of thing....if you have question on a system, this is the place.
