I've seen lots of post about not reaching wot, but no replies to what the end fix was. I had the same problem, 4000 rpm max, and had my mech plug into the computer for diagnosis. cap was ok, wires ok, plugs, ok, but knock sensor in alarm, timing advanced to 22 degrees. Answer...eathonal. solution, reset computer to defaults, can of sea foam in tank, try not to get eathanol
 
Plenty of reasons not to reach WOT. Bottom fouling, overall load, engine hours/tired motors, wrong props, etc. They all can combine to make the issue worst. Spark plugs are always the first thing I check along with fuel filters. Spark plugs can tell you alot on engine setup. Timing advance is next. A clean flame arrestor is important also! Many boats are not propped right by previous owners or changed from the factory setup. My 454 runs right up to 4600rpm with two or three of us onboard. Add a few more bodies and she may drop back a 100 or so rpms, Mike.

primary fuel pump weak replaced and back in business
