What are these to metal brackets for?

Stick a beer in there and see if it works. Beat way to know. That location with two of those doesn’t really serve any purpose in my opinion. Maybe your vessel was the party boat before.

Nope, beer cap doesn’t fit. Too small.
 
Definitely installed by a PO (who never heard of a level)

Look like the brackets for holding portable boarding steps. We had them on our 1993 SR. We moved the steps to the dock side of the boat depending on wether we had a port or starboard tie.
 
Something slides in there. Some type of hook, maybe to hold lines, or drink holder, or something.
 
Fitting for canvas pole. With the thumb wheel like that, whatever goes on there is set up to be removed and installed routinely. The PO may have added it to perform some other purpose. More permanent ones are just screwed on like the one on this picture.

Looks like the bracket might even be the same even though it's a different brand.
