1989 Sea Ray 250 DA electrical problem

So boat is in storage. Has electrical short that causes 117 volts to travel from window frames to ladder leaning on side of boat Hull to get in and out. No power available at the console. Where is the converter located so that I may be able to find the short and get it fixed?
 
PS is yours the original blue steel Pro Mariner that came with boat? I replaced mine last spring. The original was hot to the touch, was told get rid of it.

Not sure. It looks black. But gauge shows 5 amps no matter what even with 0 power to boat from shore or batteries. Also the DC available light is very dim.
 
Probably replaced once. Back around that time SR used the blue steel Pro mariner chargers. Cant help much more, out of my league. If you dont get much replies here, move it to the Electrical Thread. To me, it sounds like that charger aint right. Will say those older ones you could hear a hum when they were running, but we may be goose chasing here, cause you had a short and it could be not the charger.
