1998 SD 290 THRU HULL FOR STEP?

Before I pour water into this channel to clean it, I want to confirm there is a thru hull for the water to drain. Please let me know / Thank you

Open the door under the helm and look far starboard, there should be an overboard drain for the area/door tack.
Surprised that there is not a drain in the bottom of the step to port.

I can't get mine to drain very well.

I tried a shop (wet/dry) vac starboard while filling up that area with water and I get mediocre results.

Is there somehow a way to gain access to this drain through the breaker box area?
