Double hoses for two reasons: The 8.1's use more water at idle than a single garden hose provides. If I can leave the sea cock open, I will also leave the ball valves open so I don't have to go into the bilge to flush. If I leave those open, I want smaller dia hoses which will be more resistant to collapse while running. They will be shut off at the water manifold in the locker.
I disagree with your final statement. Picture a fire hose feeding into the strainer. Water will be drawn into the engine as needed and excess will flow overboard through the water intake. Due to the routing, there will be no mixing in the strainer.
