450 dancer with 3116's

i have a 450 dancer with one recently rebuilt 3116, that engine i cannot get over 1600 rpm, the other will get to 2600--any ideas what could cause the lower rpm's

If you had the engine rebuilt then I would be headed back to the engine builder for answers in the first instance.
Cat are very specific about WOT figures etc so this needs attention.
