Alternator EMI Filter on my 89

I am looking for some guidance on the Alternaors used on the 88-89 340's. My units have the Capacitor EMI filter which looks like they run from the Plus terminal to ground on the alternator body. The lead on the port engine was pulled off, looks like during servicing and the starboard is hooked up. My guess is that this model of Alternator needed an external noise filter ( the whine filter!).

I think I caused the pulled wire during a sparkplug replacement, but from the sea trial, I noticed the Volt gauges were around 13.2 or so. After I pulled that wire accidently and we took it out before layup the port gauge was pegged! During layup I took that Alternator and had it checked out, it was perfect. Any ideas what the filter being off might be causing higher than normal voltages and should I just hook it back up?? :huh:
 
a capacitor should not affect output
sounds more like a voltage regulator got stuck
 
Thats what I thought too as a capacitor has no bearing on what happens inside the Alternator or so I thought. Thats why I thought I would throw this out to get some other ideas.
