Bilge fresh water accumulation - weep hole doesnt go all the way through!

In the bilge of my boat, under the starboard engine, there is supposed to be a “weep hole” that lets any water drop into the center bilge area to then be pumped out with the bilge pumps. I had some rainwater get into my bilge (think I found the source and caulked it this weekend) but the water sat under the starboard engine. I guess I am lucky that I have never had water get into the bilge so never realized the following: I figured there was something clogging the hole, but It turns out that the weep hole does not go through the entire stringer to the center bilge (the hole is there in the starboard inside section but no outlet hole in the mid section). Does anyone know who / how should I contact at SeaRay to find out how to get this taken care of? I don’t just want to drill into a stringer and expose any core without factory instruction (and I will have this done, I am not going to do this myself). I do have pictures that show this clearly. Thanks for any advice.:huh:
 
So I will post the answer to my own question - my salesman was able to get me the correct phone # to searay retail support - actually picked up on first call and was able to answer the question. Evidently I am not the first person to call with this issue. The weep hole is a 1' pvc tube that goes through the stringer. They glass over the entire stringer, and then a tech is supposed to go in and dremmel out all of the weep hole openings. Evidently they occasionally miss one. They said I should see the outline of the tube through the glass and if I get down there with a dremmel I should be able to easily open up the hole with no worries of having anything exposed. Although I think I found the water source, he advised me to double check the caulking on the hard top where radar wire comes through as that is a common source. I will post once I have a chance to check it out.
 
You are not the first and it's not only on Sea Ray.

That technique drives me nuts. There is no reason They can't cut a 1/2 circle in the bottom of the stringer and glass it in place or if necessary, use a 4-6 inch piece of PVC cut in half and glassed to the stringer for the route to the center of the boat. that eliminates that water sloshing around in the outer bilges because the PVC is above the hull/stringer joint. Additionally, an inch hole is not nearly enough in the event a some debris gets in there. Toast! BTDT!
