Boarding Ladder Peeling

Looks like the factory coated the aluminum boarding ladder on the swim platform of my 1998 SR 215EC with a thick plastic dip of some kind. Well, 23 years later this coating has become VERY brittle and is peeling/flaking

off in spots! Looks terrible! How do I remove it completely? Any suggestions would be appreciated..... Thanks

Probably media blast and then powercoat
