I am looking for recommendations on how to remove "Interlux Fiberglass Bottomkote"
from my 1990 350 express sea ray, it started coming off in large chunks last year. No idea how many coats would be on there since a complete strip

Soda blasting is one of the best ways. It sounds as if you have a few layers on the bottom. There’s no easy fix here, it’s all in the surface prep.

sand the hull and clean it up very well, then re coat with the correct type of paint you may have.
 
Compared to sanding, Soda blasting is the best way to remove bottom paint from a personal safety perspective. Don’t forget, bottom paint is essentially paint with poison mixed into it. Obviously sanding a small area around a small spot is not a huge risk. But doing a whole bottom, or large sections, can be detrimental without taking safety precautions. A sander attached to a vacuum with Hepa filter is a start. Personal protective gear is a must, as is clothing that minimizes skin exposure. And depending where you are located you may need to tent the boat to keep the toxic dust off of your neighbors. Pay a pro to do the job right.

Around here a lot of marinas can get real strict on paint removal. Not that this will help you now, but a lot of us use ablative paint that washes away so we don’t have to deal with that. I always used Woolley. But they changed name this year. Maybe Seahawk, not sure.

I'll second this. Had mine done right in my driveway. The guy sealed the boat with plastic and took everything away with him. It was so easy to clean up from there. I too used a barrier coat even though I did not see any issues.
