Bottom painted up to transom assembly

My marina just painted the bottom of my boat and I used to have the 1 inch gap between the bottom paint and the transom assembly but they now painted right up to the assembly and I no longer have the gap. I have been reading a lot about this and some say it is no longer a problem and some say the gap is definitely needed. One article said if this was done to simply lightly scuff around the edge of the assembly to basically wear away the ablative on the bottom paint. Any input would be greatly appreciated.
 
What paint did they use? If it has Copper in it , they did it wrong. If it's a paint like Pettit Eco it's fine. I paint everything with that.. bottom.jpg
 
Thanks for your response. I spoke to the manager of the marina and he was annoyed that his worker painted it that way. He did have another worker remove the paint and I now have the gap back. He did say the paint does have copper in it. He said the paint that is out now does have less copper in it than years ago.

That sounds good. That's why I like the ECO paint. NO copper at all, could paint everything and works real well.
