Bravo 2 Trim Rams/pump issue!

Engine: 7.4L Merc

Drive: Merc Bravo 2

Issue: Drive trim rams work (move up and down) only when the engine is running and has been running at a higher RPM maneuvering around. With the engine off, the drive will not move up or down. The trim pump engages and sounds like it is working but no response from the trim rams.

- 1 year ago the trim pump was removed and bench test came back OK.
- There is no sign of trim fluid leaking from the rams.
- The trim pump seems louder when running compared to other pumps I have heard. Which leads me to believe it may be the pump is the problem. But unsure.
- Batteries load tested excellent and all cables are tight and have quality connections.

Any other ideas would be excellent.
 
It sounds like the pump itself is bad engine RPM shouldn't have anything to do with it unless it was looking for more voltage but should work fine on 12 volts I would say there's an issue with the pump others will chime in as well

I am leaning toward the pump itself. If the pump and or solenoid on the pump were bad it may be working at higher RPM because it's pushing almost 14volts into the system and possibly giving the pump/solenoid a boost.

Yup, pump needs the higher voltage. Check you connections, grounds and input voltage to pump. May be low from a crappy connection somewhere and the higher voltage pushes it to workable voltage.
