Is it ok to use Clay Bar on a boat? I removed the old name on transom and want to clean up area and rewax before applying new name.
 
Sure. But you may need to physically wet sand to remove the raised gelcoat
 
I don't think your suppose to wax before reapplying the name, it won.t stick well. Wax afterward. You may want to wipe the area down with some acetone to remove any wax.

Having used a clay bar on my car's paint, I don't think it will help much to remove any ghosting. For paint applications the clay bar pulls out "stuff" that's become embedded in the paint and makes it rough. Removing these impurities yields a very smooth surface that's ready for wax.

On gelcoat with ghosting, the issue is area under the old name was protected from oxidation. You want to try to remove the oxidation that's around the old name. This is usually accomplished via some fairly aggressive compound or, as NHD suggested, wet sanding with with a very fine grade of sand paper.

I also would not wax before applying the new lettering. Clean the surface of wax, apply the lettering, then wax after.
