Hello Club Sea ray. We have a /2003 360 Sundancer
Batteries died, due to neighbour unplugging is "by mistake"
Can't get to the engines, due to no power.

Question...How difficult is it to manually lift engine lid? Any words of wisdom would be appreciated, thank you

Some years back we had a 390 Sundancer. If I remember correctly? In the manual's suitcase there was a cigarette lighter plug with 12 v terminals on the other end. Connected to a fresh battery that allowed the power hatch to operate.
 
If you plug it back in to shore power the charger won't put any juice back into them to operate the hatch?
 
Did you keep the 12v receptacle that you removed? If not, you should be able to get one at an auto parts store and swap it out temporarily.

I have 4 usb ports at the helm but I kept one 12V just for this. I bring a 12v jump pack with me (has 12 v plug too) when I go to the boat and I picked up one of these to connect the jump pack to the boat for operating the hatch if I need to

My first vote would be to plug it back in to shore power and wait a day.

Short of that you can pull the engine room cover up manually but it's a bit of a PITA. You have to open the access port (which is likely under your cockpit carpet), pull the pin on the lifting strut and then lift the cover (with friends). No small feat from what I've heard...
 
On a 360 I'd imagine that's a heavy hatch. Something like this has a 12 plug on it. It's also got a USB plug on it, and if you got one of those USB cords that has the female plug at both ends, you could connect to your boat USB without taking anything apart but I think it's limited amps through the USB.
