Duck valves

As stated earlier, this issue has nothing to do with the vacuflush system if your toilet is holding water and not leaking...

You have a leak somewhere and you will have to trace back all your fresh water lines if you don't see the water coming from somewhere specific.

It's interesting that you say the pump only runs for a second...That is very short. Normally the system would lose enough pressure to trigger the pump to cycle and it will cycle for maybe 5-8 seconds to refill the expansion tank (if you have one / which you should)

Another point is, you have a manifold system. So if you can't find the leak, you could take a feed out of the system and see if the pump stops cycling. Then it would be narrowed down to the one line off the manifold.

Lastly, you should be able to get the parts manual for your vessel and see how your fresh water system is run...
 
It looks like there's a few drips of water on your macerator between that, and your water heater. Also, if you have a shower hose on the transom check that inside and out as they are notorious for leaking.
