Forward and neutral, but no reverse

Hello all,
Working on my 1990 270 sundancer with twin 4.3's and alpha one gen 1's. I had an issue at the end of last year with reverse on starboard side. upon removing the outdrive this spring to replace impellers i found that the shifter pin was broken, so i replaced that and then re-installed the outdrive. forward and neutral work but reverse just feels the same as neutral. i held prop in forward gear when re installing the out drive and turned it slightly counter clock wise for it to slide in. everything seems to work perfect, i double and triple checked the shift shaft when it was off to make sure when it was in forward the prop would not spin counter clock and reverse would not spin clock wise, it seemed to be perfect. this leads me to believe its something in the shifting cables?? or is it possible i am off one tooth when i put the upper half on the lower half of the outdrive? I am going crazy, any insight, advice, starters is much appreciated. (note that the port side seems to be operating as designed)
 
the shifter pin was broken
that SS pin never just breaks ,
with the drive in fwd the shift shoe will be in a straight line , and with the control box in fwd the upper shoe will be in a straight line. turning the lower shoe fully counter clock is reverse but it must not go past 10:00 or so. post a pic of the lower shoe F,N,and R.
Second problem could be the cable slide , when you removed the drive was the cavity dry and only had grease? If wet or with grey mud ,that could have been forced into the slide stopping full reverse travel, when in control box rev does the slide bottom out inside the cavity.
