got to get the motor to go down

Help if you can,My motor is up and wont go down.When i push the trim button up is gives that familar squeel,when I go down its much lower and slower sound then just bogs out and quits,I have changed the trim motor,same issue,So i switched the blue and green wires up and down same thing but opisate on the control any ideas what i can do.Is some thing in the lines?when i switched the wires is screams on the down and bogs on the up.HELP

Did you check your fluid level? It could be a bad valve in your pump body too.
