Ignition problem

When I trigger the ignition switch, I can read 12V on the voltmeter, but I only have 5V on the yellow/red cable from the wiring harness at the starter.

I guess there has to be some kind of relay somewhere that has gone bad? Anyone who knows where I can find it and what it looks like?

What is the purpose of that relay? Can I simply take a new cable from the ignition switch directly to the starter instead of the existing yellow/red?
