Ok, new problem. I’m restoring an 87 270 Amberjack with twin OMC’s. I switch on the two breakers between the ignition switches then I turn the key to on without starting and immediately the breakers trip. Any thoughts? My guess is a short but if that’s true, I need to know an efficient way to track it down

It is beyond the key switches and if both are tripping is sounds like something that is common to both. I would disconnect everything down stream from the switches beginning at the key switches and try the key as you disconnect and reconnect components. Do one side at a time. Once you find where you disconnect something and the key turns on without tripping breaker, that should isolate your problem. If you can bypass that component (SAFELY), do so and see if it still trips. Then try the other motor. As an after thought. Before doing the above, try one side at a time. Power up port side only and see if it trips. And then do same for stbd side. Troubleshoot as above whichever side trips by itself. With a little luck, it may fix both sides. Good luck on the hunt.
