Jumping Volt Meter

My starboard volt meter is jumping from approx 11 to 14 v while the engine is at idol. Once RPM's increase, the jumping is less severe. Starboard battery bank also does not hold a charge. Are the batteries shot or do I have alternator problems?

voltage regulator (it is a part of alternator) most likely is "dying"
