I have had two diffrent things cause the same. A flat shell inside the grid on the bottom of the hull and a palm seed in the raw water inlet hose between the seacock and the strainer. The seed would rotate 90 deg under suction and return to streamline when waterwas feed to it on the trailer. Be very careful feeding the gen waterfrom a hose, you can flood the engine.
