At our marina it has silted in so bad that a few of us are having to clean strainers every time we go in or out. My 44DB is the worst due to it having the most draft. I am worried about plugging up my inter coolers etc.
The place has been ran in the ground for the last 20yrs and the guy doesn't have the money to dredge. Does he not have a obligation though since he is charging us for slips to maintain a reasonable draft? Also would his insurance cover our boats if the mud ruins/ or plugs anything
internal in the engines?
The place is going to turn into a runabout marina it seems. But the conditions have me concerned about my boat.

I'd be shocked if the marina owner has any liability for your boat. You could happily own and keep a 270DA in that marina without issue, I suspect?

You're not obligated to stay there. Ask for a refund and get yourself into a different marina.

next nearest marina is also to shallow. looking like I may have to move 2 hrs away to Cincy. May just sell her even though we love it.
Huntington has a dock on the river but your boat gets beat to death, not for me.

Find out the dredge cost, pay for it with a group of other owners, but get the marina owner to give you a discount for X years until you are reimbursed.

Conservation committees and the Army Corps of Engineers have made the process almost impossible. Where to dispose of the dredged material is the biggest issue. Can it be dumped at sea or does it have to be disposed of on land. I imagine it could be very good farm soil or maybe it's contaminated. No easy answers.
