The cheapest thing is to get access to the back of shore power connector on the boat and connect some MOVs. That's all that is inside of a surge suppressor anyway.

On the back of the connector are black, white, and green wires attached with screw terminals. Loosen the screws and insert* the leads of one MOV between white and green and another between black and green. Retighten the terminal screws. Replace MOVs regularly. They don't last forever. Total cost $3. You can spend less than a dollar, depends on which current clamping rating you choose.
