I replaced my bow light bulb with an LED. This turned the green starboard blue because the color of the LED is a whiter. I placed a butterscotch candy wrapper inside the lens to get it back to green. I only boat on small inland lakes and rarely am underway in the dark. Doubt I will ever have an issue. If I ever get stopped on LOTO for it, I will update.
The fixture maggieiscrazy posted should be a direct replacement. No need to redrill mounting or wire path. If you aren't cool with Amazon, you buy that light from Westmarine or a couple other online stores.
I doubt you'd have a problem with being stopped by the water patrol on LOTO. The one thing that will garner attention is not having your running lights on - but that's of course obvious. I've never heard of someone being stopped because their lights weren't bright enough - at least on the lakes in Missouri.
