I just bought a 88 Sea Ray. The title says 20'10" but the owner said it was a 24'. This is my first boat and when i dropped it in the water realized it had no power steering and was had as heck to maneuver through the channel and then to dock it afterwards. I was wondering if that year just didn't have it or is mine just shot?

did you have any steering at all? was it just hard to steer? I'd check to see if there is in fact a power steering unit (which i kinda doubt). from there, grab a seloc manual, and go to town.

I have an 88 sea ray seville with a 4.3 merc.
I honestly cant figure out whats wrong with my power steering, i have changed the pump and when i open the resevoir it looks like the pump is working cause the fluid is all churrned up

You have a power assist cylinder back with the steering cable, there is a good possibility that the control valve is not working right. The control valve changes the direction of flow to assist turning both directions. Another thing I just thought of, there are pivot points for the drive when turning, they could be seized also. I think I would check the control valve first. Cylinder could be bypassing fluid internally also.

What's your HIN#. It will tell us what model you have.

Hin is the boat ID/Serial number, it should be located on the right side of the transom, it is cast into the gelcoat.

Don't let this get you down, once you figure this out the pleasure you get will put this in the past quick.
