Had both Q-Jets rebult by well known rebuilder, reinstalled & made the proper adjustments, when restatriing the engines after a week both engines require 10 to 15 sec. of cranking, is this normal, after the engines warm up to temp, they restart all day long !
Some say it's the fuel evaporating from the fuel bowl thru the vent !

If so can it be corrected, other boats in our marine start right up some have Q-Jets, Edelbrock, Carters, Holleys.

Ask if he sealed the well plugs during rebuild. Common q-jet issue. Fuel leaks out of when not used frequently.

Choke? If electric choke, is it hooked up and working properly?

This is completely normal for any carbureted engine that has sat for more than 3-5 days. The fuel evaporates from the bowl and it takes several cranks for the mechanical fuel pump to fill the bowl. If the engine is equipped with an electric fuel pump then this problem is eliminated. Myself, I just crank then engine without touching the throttles for 4-5 seconds then pump the throttles 2 times and they fire up instantly. For me, no big deal. Be happy and go boating.

Mine are the exact same. Try to start without touching the throttle. Qjets flood very easy so I only pump it once and then try again

My Q-Jet on a 5.7L has the identical behavior and my starting approach is identical to what has been described. I've been waiting for Quint4 to chime in on this thread as he replaced his Q-Jet and was very happy with the results.

Well stated, exactly like a Q-jet on a vehicle. Sounds like they are fine.

I guess I'll be the contrarian to everyone else. My q-jets don't take 10-15 seconds to start after sitting a week. It's more like 5 seconds of cranking. Q-jets don't have the evaporation issues that Carter/Weber/Edelbrock's have.

However, electric fuel pumps will completely eliminate this issue.

+1 on the 5 seconds or less of crank.
Mechanical chokes and mechanical fuel pumps.
Push throttles full forward once to set chokes and pull back to less than 1/4 throttle.
I found that if the throttles are further forward than a quarter it cranks longer before firing.

Leaking well plugs are usually the culprit if the bowl is draining - they were in my case before I rebuilt them.
