When I first bought my boat,I had trouble with mine not moving & found that the little lever that does the up/down & left/right must have taken a knock from the previous owner. It had sunk into switch housing by about 1/4 of an inch which meant there wasn't enough throw on the lever to make contact with the switch inside ? When I realised what had happened, I pulled gently outwards on that lever & it clicked back into it's proper location & has worked perfectly ever since. Not saying that this is your problem,but it might be worth checking ? Good luck !
