Sea Strainer Question

My boat (400 SD) always seems run right at 160* F on both engines. I changed both gauges last year. All this year they have been at 160* F, until this past Friday night and they both were running 165* F. So, Saturday morning I pulled the strainers out and they had a fine film of algae on them. I cleaned them good and then crawled back in the ER to reinstall. Before dropping the strainers in, I opened the seacock to flush the housing. I had to get it about half open before the water began to rise in the housing. So, I opened it all the way up. I expected it to at least bubble up a couple of inches above the housing. However, it only flooded over the top and really never bubbled up much. I took a water hose and sprayed backwards through the hose. After reinstalling, the temperature ran the normal 160* F I was used to seeing. I'm curious if the water should have flowed more volume and if I may plugging in the hose or on the bottom (possibly algae?). Ant opinions?
