Throttle not maintaining postion

I have a 1994 33 SunDancer with twin IO's. My port throttle will not stay at the rpm level as at times it will drop to idle rpm.
Is there a tension adjustment and if there is, where would it be located? Is this a minor adjustment or one that would require a service call?
