Didn't you have some posts up here about how you felt it was the vacuum switch? Is this the same head?
If your pump is continuously running and no fluid is moving from the toilet to the vacuum tank, it's not a vacuum switch problem. On a 9-10 year old boat that you have no idea what it's history is (I see you just bought it from Florida), you need to replace the duckbill valves. I would go further and say you probably need to pull apart the vacuum tank pump and replace the bellows as well as the duckbill valves (i.e. rebuild the whole pump assembly).
