A tarrif is a tax on the end user not the country of origin. You wanting a huge tarrif on all items from China coming into the US would cause incredible financial hardship on us. Companies in the US decided to have factories in China manufacture their goods and close down or have their company manufacture different items in the US. You blame China but it was companies in the US that started our manufacturing their. China doesn't have retail stores here, all the goods are bought by US companies imported by US companies. It's not just Walmart that has product made or sourced from China, even our boats have lots of made in China items.

He was having goods manufactured in Korea and then China for decades. He went there because he could have his products manufactured at a fraction of the costs to manufacture in North America not because he thought it would change China.

By the way China and the US entered into a trade agreement in 1979, China joined the WTO in 2001.

China. China is also one of the largest creditors about 860 billion. Interesting Japan is our largest creditor at 1.1 trillion.

US manufacturing went to China in 1979 when the US signed their first trade deal. The ground work was laid by Nixon that allowed air and sea travel to China from the US in 1972. Companies realized the profits to be made by using cheap Chinese labor to manufacturer goods and by 1979 businesses had lobbied the government to make a trade deal, which they did.
You every watch any old episodes of Dragons Den, every person that came on with a manufacturering idea was asked why not make it in China to really increase profits. Costs to manufacture here are too high.

The Committee is
convinced that non-discriminatory trade treatment is the
cornerstone of a policy of engagement and increased trade,
which enables the United States to influence the growth of
democratic and market-oriented policies in China, in a manner
which will improve respect for fundamental human rights and
lead eventually to political reform. The Committee, in general,
recognizes that disapproving the President's recommendation for
an extension of China's MFN status would permanently sacrifice
U.S. leverage to bring about change in China, while at the same
time harming U.S. exporters.

Withdrawing MFN for China would also have a serious adverse
effect on Taiwan and Hong Kong due to the high levels of trade
and investment between Hong Kong and China, and between Taiwan
and China. Finally, the majority of Members believe that
revoking China's MFN status as of July 3 of this year is too
blunt a sanction that would undermine U.S. Government efforts
to bring China into the global community of civilized nations.
While the U.S. has many serious problems with China, the
Committee believes they are best addressed through expanding
the involvement of U.S. citizens in Chinese society, and making
full use of U.S. trade statutes where necessary.
