Its a Kort Nozzle. Not nearly as cool as the Voith-Schneider Propeller. Google it.

It's an amazing area. I think the tide was running out of the inlet so fast it outran the tug.
You can see here on the map how close the narrows are compared to the amount of water has to pass through them on each tide.
