Unit starts. Runs nice at 1800 and shows 60 Hz but 55 volts. I adjust the idle to 2040 to get 115 volts. A/C won't come on and genny sounds like its trying to bog down yet still runs at 2040. Thoughts? Governor oil changed, outlets show 115v. Even lights have hard time turning on.

I would suspect the capacitors first if you want to start with that test.

There are wires you can swap in the control box to raise or lower voltage. It's in the manual.
