Zapping a thru hull

In speaking with my diver he mentioned cleaning a boat that had a low voltage line attached to its bronze thru hull, presumably to keep it free of critters. Thats a new one to me!

Yeah that doesn't make sense. I can imagine seeing a bonding wire attached, but voltage would likely be a mis-wire.
