While I could get 12 volts with the multimeter inside the inline fuse holder, after cutting out the fuse holder and splicing the wires together, system powered right up! Fuse holder was plenty corroded leaving me with some anxiety about the rest of the boat, but at least the...

Embarassed to say I never actually put the meter on the wires coming from the fuse box - will check today to ensure I actually have power going from the engine bay to the helm. Everything else does work!
