1977 Sunriser startup trouble

Hello, I recently purchased a 1977 Sunriser. It started up when I bought it a month ago, but now it just turns over and sputters a little. I tried starter fluid in the carb with no luck. When I turn the key, I do not hear a fuel pump- is it a mechanical pump so I don’t hear anything?

I added 10 gallons of fresh gas, and the battery is strong. The seller said “try giving it some throttle” when starting but that kills the ignition. Any help would be appreciated. Thanks!
