You know, being from Chicago, I tried to explain to people on many sites how it was going to happen -- before the count, not durring. It's the old Chicago tactic where they would trade smokes for votes -- bring in a busload of people to the polling place and promise them smokes if they voted for the "right" guy. With they drop boxes, they don't even have to hire a bus driver.
 
Local democratic committee around here sent busses to the projects and hauled them to their precinct. I know that for a fact as a good friend was the constable in that area and was there and I was on the phone with him when the busses pulled in. No idea what the promises were
 
The United States of America used to send delegations to 3rd world countrys to keep "the fix" out of the elections in those undeveloped countries. Those delegations evidently brought all the sneaky methods of gaming the vote back to be used by their own.
