Click from fuse box under Helm when pushing vent window pad

tried installing a new actuator on Vent window up front, I get a click at the fuse box, but the new actuator does not move. swaped connections to no avail.
Does anyone know why the fuse box is clicking? Those are resettable fuses in the box correct?
 
That is the relay you hear clicking. Disconnect your vent motor and use a 12v test light to see if power is coming in. You should have 2 wires at the motor. Also - What actuator did you get?
 
Got a photo of you "fuse box"? They are usually breakers not fuses, and you likely have an EIM (Electronic Interface Module) because you mention "pads" and not switch. The EIM has relays inside and sometimes they do fail. They are not easily user replaceable, soldered onto a board.

Get a 12v test light or a voltmeter. see if you have any power at the actuator when pad pressed.

Will try the meter at the motor, but I bench tested the actuator at home with a battery and it did work properly. The fuse box has about a dozen little plastic domes/caps on the face of it, all labeled with connected devices, it looks like if the fuse or breaker blows you can just push in on plastic dome and it will reset. Thats where the click is coming from. So there seems to be power up through the fuse or breaker box to the touch pad. Click when pushing pad.

The click is the relay in that box. May need to check n see if power going through relay when activating. Also make sure you have very good and clean connections at the actuator. A few times mine has acted up it was poor and or dirty connections at the actuator.
