We have a RayMarine A series. Why would this have wire which attaches these components?

That could be a transducer for the Mercury gauges. Looks like the one that came from the factory that provided depth and temp to my SC1000 gauges. Sea Ray used a similar stainless wire to secure the blanking plug to the transducer. Keeps it from getting lost, or not being delivered with the boat. Stayed there for 12 years. I installed a separate Airmar B60 through hull transducer for my GPS and sounder unit.I'm going to spell this out just in case since you didn't know what these are.
The left device with the black wire is the top of transducer, it is screwed into a thru hull fitting.
The the thru hull fitting never comes out of the hull, but the transducer can come out of the fitting by unscrewing the top and has a couple of o-rings to seal it. When you do that you have a two inch opening to the sea and you are going to sink quickly ;-)
So the previous owner used some safety wire to secure the dummy plug right to the thru hull fitting in case he needed it in a hurry.
