Problem With Startup in Neutral

Finally got splashdown on Friday after fighting with shaft seals and other assorted issues for 3 months. Runs beautiful but we're having a problem starting the port engine. The default neutral position on the throttle shifter appears to be off. In order to start, shifter has to be pushed forward beyond neutral position. I gather that the neutral safety switch is in the shifter, but I can't find any info about servicing this unit and I'm not sure whether this is a Mercruiser issue or a Searay issue. The entire assembly is listed in the Searay parts book, but no breakdown. I am hesitant to start pulling this thing apart blind. Any help would be appreciated.
 
Not familiar with your year, but all of my IO motors had the neutral safety switch mounted on the motor at the assembly where the throttle cable landed.
 
Ours is twin 350 inboards. I don't recall seeing a switch on the tranny, but I'll have to look closer.
 
The older models were in the shifter. Undo the mounting screws and lift the unit up, your looking for a pair of r/y wires

That's kind of what I figured, yet Mercruiser shows a Neutral Safety Switch on the tranny as well
