Prop nut order...

I recently purchased a 400 Sedan Bridge. During the inspection the surveyor indicated that the prop nut order was incorrect. The thick nut was closest to the prop with the thin nut on the outside.
I asked the marina to check and correct this situation. They just told me that according to the tech, the nuts are correct.

What is the correct installation order?

Yes, thinner one near the prop, thicker one aft of that.
