Water heater

I was testing out the water heater (1988 Weekender 300), I turned off the water pressure switch on the helm and forgot to switch off the water heater on the control panel in the cabin. After about 10 minutes I realized what I did and I saw that the light for the water heater was of and it wasn't drawing any power when I turned it back on. When I switched the water pressure switch on I didn't hear the water pressurize. I turned on the water heater switch on and it started flashing yellow ad still wasn't drawing any power. Is this a sign that I burned it out or will it reset?
 
Unless you drained the water heater it should have still been full regardless of the pump status and therefore no concern about a dry-fire. Is it possible the water inside was up to temp?
