No, it hasnt been enforced in 2 years since the ruling came down. No cars are stopped anymore. I should know. Cities are trying to work a way to stop loud music and comply with the consitution such as in Tampa Bay where they are writing a new one that applies to all humans without exception. For now the OFFICIAL word is FSS 316.3045 is unconsiotuitional and is not to be applied or enforced.
No worries. The US Supreme Court ruled that any law or ordinance aimed at loud music is unconstitutional if it exempts any group. So if the ordinance only targets boats but does not address cars, or if it allows bars to have louder music, or it exempts political or religious organizations, then the entire law is unconstitutional. Sadly so many of our elected officials are completely uneducated in constitutional law and unenforceable BS like this gets passed and cities get sued.
